- Form und InhaltSeries consists of the chronological files of Irving S. Friedman, Director of the Exchange Restrictions Department (1952-1964) and covers the period 1949 to 1964. Records which predate Friedman's term as Director were accumulated during his time in the Research Department, the Office of the Managing Director and the period he served as Deputy Director/Acting Director of ERD. The files consist of carbon copies and/or photocopies of outgoing correspondence, cables and memoranda, and the occasional original memo which corresponds to the subject matter included in Friedman's replies. There is a small amount of correspondence with business/professional colleagues of a personal nature and some administrative memorandums, however, the bulk of the material focuses on issues relevant to the work of the Department and Friedman's role as Director. Files contain draft letters of intent for stabilization programs in member countries; summary reports on missions to member countries in which Friedman participated; carbon copies of memos copied to Friedman from the Managing Director; and Article VIII and Article XIV consultation progress reports to the Managing Director. Topics covered include trade and payments agreements; discrimination in international shipping; exchange regulations in member countries; the IMF's relationship with GATT; Annual Report on Exchange Restrictions; dollar import liberalization percentages; Stand-By Arrangements in member countries; federal reserve system-European central banks cooperation; General Arrangements to Borrow; bilateral payments arrangements; and liquidity., The series duplicates records found in the Friedman Subject and Administrative File series as well as the ETRAI Subject Files series. Files are arranged chronologically, and documents within each file are organized in reverse chronological order.
