- Etendue et contenuSeries consists of chronological files maintained by Albin Pfeifer during his tenure as Assistant Director (May 1964- April 1966) and Deputy Director (May 1966-December 1980) of the European Department. Chronological files are organized into (1) general files (1964-1980) and (2) small files on Germany and Spain (1975-1977). The file on Germany contains correspondence from consultation discussions. The file on Spain contains primarily correspondence related to country's background and prospects, consultation discussions, the use of the Oil Facility, and the Compensatory Financing Facility (CFF)., General files contain carbon copies of outgoing correspondence, internal memoranda, and cables. As typical of chronological files, the bulk of the correspondence does not have the documents they refer to attached, and the length of correspondences are dictated by the need and nature of the subject. In addition, "Memorandum for Files" document matters in which Deputy Director Pfeifer was directly involved. Addressees include - but are not limited to - the Managing Director, Deputy Managing Director, EUR Director, EUR Division Chiefs, other Functional and Area Departments, the Paris Office, and government officials., General files consist of records concerning the administration of the department (departmental heads meetings; staff assignments, flexible working hours, leave, meetings, mobility, study leaves, training, and travel; performance appraisal and salary exercise; department budget; department reorganization; recruiting missions / interviews, the IMF Institute, the Young Professionals Program (YPP) candidates, and assignment of civil servants from IMF's member countries as secondments; incentives for early retirement; group life insurance; and office space); its operations (country membership and quotas; country exchange rate policy / surveillance; country briefs; consultation discussions and missions composition & schedules, Briefing Papers, Staff Reports, and Summing-up; the use of Fund resources and the IMF's Facilities: Compensatory Financing Facility - CFF, Oil Facility, and Stand-By Arrangements - SBA); and policy matters., Also present in the records are appointments and visits of country officials; invitations for seminars, and thank you notes; survey on staff attitudes; comments on papers, and notes on meetings; and up-dates on the department activities., The internal and external correspondence illustrate Deputy Director's Pfeifer involvement in matters related to annual meetings; conditionality, indexation, and realignment of the "snake" currencies; bilateral payments agreements; the European Economic Community (EEC), the General Agreement on Tariffs and Trade (GATT), and the World Bank / IMF collaboration.
