- Etendue et contenuSeries consists of the Chronological Files of Ernest Sturc, Director of the Exchange and Trade Relations Department (1965-1980) and covers the period 1946 to 1980. Records which predate Sturc's term as Director of the Exchange and Trade Relations Department were accumulated during his time in the Research and European Departments. These records primarily consist of correspondence and memoranda sent and or received by Sturc regarding the development of the work plan and organization of the Eastern European Division and the procedure for the clearance of material in the Research Department. Other administrative matters covered in these early files include the selection of a geographic classification schema for Balance of Payments. Other records look at the Eastern European Divisions' work with member countries. Issues on membership applications; par value; quota; country exchange rate/system; country consultations; use of Fund resources; topics to be dealt with in consultation papers; and silver production in the United States are some of the subject matter covered in these early records. Additionally there are statements; comments on papers and meetings; weekly reports to the Deputy Director to the IMF office in Paris; information on conferences; representation expenses; and travel schedules., Post 1965 records consist of memoranda and correspondence which reflect the work of the Exchange and Trade Relations Department. In additional to memoranda and correspondence which reflect the work of the Department, these files also consists of correspondence of an administrative and sometimes personal nature. Some of the issues covered in the series include compensatory financing; Article VIII consultations; discussions with member countries; mission reports; restrictive systems; bilateral payments agreements; country exchange practices; technical assistance; debt burden and early warning system; use of exchange system; discrimination in tied foreign aid; restrictions in GATT; revision of special drawing rights section in articles; switch transactions; studies on commercial credits; bank aid coordinated activities; fund liquidity; and Trust Fund issues. Files, which consist of carbon copies of memoranda and cables, are arranged chronologically and reverse chronological order within each file.
